What is a screener survey?

Screener survey is a short list of question in order to determine whether you are eligible to take the actual paid survey. Why survey companies force you to take the screener survey prior letting you take the actual paid survey? Any survey has its agenda, for example if the survey company published a survey ragarding taking a chinese language learning course, they want to make sure that you are not a Chinese origin, otherwise this survey will be worthless for you and they will loose their money.
